There’s so much vertical construction happening in downtown San Jose of late that it would have probably made Dutch Hamann, the city’s onetime Sultan of Sprawl, burst a blood vessel. But far too often the builders have managed to double down on the necessary blight of a construction site with an unnecessary one: Bland, blank plywood walls that shield the site — and its dust, rock and sparks — from the tender gaze of the passing pedestrian or motorist.
